Stepping Up to the Challenge of Personalisation
OLM welcomes the Personalisation agenda in social care and the quality improvement we believe this will bring to individual's lives. The 'Putting People First' vision of transformation in Adult Social Care sets key objectives that OLM support:
- System wide transformation
- Self Directed Support (SDS)
- Individually tailored support packages
- Personal Budgets for everyone eligible for public funding
OLM has put together a dedicated team to run our Personalisation programme, and who have initiated a number of activities to help local authorities implement a sustainable SDS model. These streams focus on providing assistance in the following four areas;
- Process - developing an end to end process that gives people choice, control and a personal budget
- People - developing the workforce to support the principles of personalisation
- Commissioning - developing the whole community including the supplier market to ensure the right support is available at an affordable price
- Technology - developing technology to support a personalised adult social care system
There are six programme stages to our change methodology:
- Build understanding
Build relationships with the local authority to understand where they are in relation to Process, People, Commissioning and Technology and agree with them a baseline position - Create the vision
Jointly create a personalised vision - identifying key areas of change
- Plan the programme
Create a programme plan - workstream plans for each domain and benefits realisation plan to deliver the new way or working - Build and test
Build and test new operating model in each of the four domains (eg build key components of personalised process like the RAS) and develop staff in new ways of working - Phased implementation
Pilot new ways of working in small safe environments so that everybody can learn about what works; review and develop - SDS fully operational
Gradually extend the pilots until SDS is fully embedded.
